Inconsistent keyboard focusing: follow_mouse issues

Describe the bug
When the mouse is on a window on monitor A, if I keyboard switch focus to monitor B, window focus immediately comes back to the window on A.

To Reproduce

1. Have window A on monitor A
2. Have window B on monitor B
3. Have mouse on window A
4. Use keyboard to dispatch movefocus to window B
5. Focus immediately comes back to where the mouse is (window A)

Expected behavior
Focus should stay on B when switching to B.
