[bug]: Manual Order By not working in Profile Boards

Current behavior

When I set "Order By" to "Manual" on any of the views under my profile, "Your Work -> Assigned" for example, when set to Board layout and grouped by State Groups, I expect to be able to drag and drop issues within the columns. The UI indicates that I can drop as I drag, but when I drop, nothing changes.

I noticed that in the List layout, most Group By settings will give me a "Drag and drop is disabled for the current grouping" error. In Board layout, drag and drop works in every kind of grouping EXCEPT for State Groups, which imo is the most useful one to have it for.

Steps to reproduce

1. Go to "Your work"
2. Click on "Assigned"
3. Set layout to Board
4. Set Display to Group by State Groups
5. Set Display to Order by Manual
6. Try to drag and drop to change the order of issues within a column
