Touch input in dock and panel not working

touch input on a touch enabled screen is not working in dock nor panel. neither are repsonsive to any on screen touch input; they are dead / numb).
Also it is not possible to change application focus through on screen touch: if a window is in the foreground but on screen touch interacts with another app, the initially "in-focus" app remains in focus. The background app responds to touch input though.
