internal app's window shouldn't go background even in full screen mode #1589

I open an app such as GIMP, not in full screen mode
I open a window tool app like color choice tool
whatever work I do, the color choice tool window remain in front
I click on the maximize button to make GIMP being full screen
the color choice tool window move to background and can't be used anymore unless GIMP exit full screen mode
