feat: add warp utils for fetching configs from registry

Description

This PR introduces utility functions for fetching warp core/config from registry.

Prerequisite to merging #5395 feat: Add warp route ID lookup and validation to warp check command

Drive-by changes

1. Separate utils for fetching warp core and deploy
2. Support for symbol-based route selection
