PKG_CONFIG_SYSROOT_DIRor a wrapper script), then allow cross-compilation by defaultPKG_CONFIG_ALLOW_CROSS=0disables the heuristic and always forbidstargetted_env_varhelper method, so it will also recognize per-target settings and correctly re-check if the env vars change.
