Opcode caching improved, pinning puppet version

This releases fixes an issue with the updates made by puppetlabs to their public vagrant boxes by pinning to an older version still supporting puppet 3.x. This project cannot be upgraded until the dependencies have all been brought up to date with puppet 4.x. Opcache is now better tuned thanks to an update to the zivtech-drupal_php module.
